The keys to get into Wood Side Apartments can be found behind Neely’s Bar. You’ll need to solve Neely’s Bar Jukebox Puzzle in order to get back there because you’ll go through the bar and out the back to the alley that way.
Once you do, find the green car that has a license plate that ends in 06 and look at the pile of clothes on the ground near the driver’s side.
